Implementation Evaluation of the Expanded Partnership Programme

Description

This was an implementation evaluation and the key focus was to dissect the ability of the EPP to direct the focus of CPFs as it relates to its civilian oversight function through the independent collection of safety information and whether the EPP has enabled Department of Community Safety (DOCS) to measure the levels of functionality of CPFs, directing resources to those CPFs functional whilst making interventions to assist those that are not functional". Although this statement is somewhat convoluted, it matches the scope of questions posed. It was also mentioned by interviewees that the EPP is a new pilot programme aimed at improving the capacity of CPFs to provide proper oversight of police and there was a need to assess whether it had been implemented properly and what issues need to be addressed to improve implementation.
