The evaluation was conducted as part of a technical assistance initiative organised between the World Bank and the South African Government. As such, the entire initiative was considered to be a capacity building exercise for DHS staff to support the growth of a strong impact evaluation practice within the National Department. In
terms of planning, this evaluation exemplifies how a rigorous impact evaluation can be planned in partnership with external specialist and delivered in a meaningful, developmental way that grows the skills sets of civil servants and answers important questions about the efficacy of government interventions and policy
