Evaluating the Perfomance of Social and Rental Housing Programmes

Description

The Mid Term Review- 1Report[August 2003] of the Support Programme for Social Housing[SPSH] stated that in the period between 1995 and 2000,very little actual delivery of social housing units had occurred. Even by 2002, the delivery of institutional subsidies across the country only totaled 24 181, compared with a total delivery of just over 1, 5 million subsidies. Practitioners speculating on the reasons for such low levels of delivery highlighted issues regarding the policy, regulatory and financial framework, the lack of consensus on a definition of social housing and the extent to
which this undermined the potential for a groundswell of activities, and the policy focus on ownership.
