Implementation Evaluation of the Citizen Based Monitoring (CBM) Model

Description

The Citizen-Based Monitoring (CBM) pilot was proposed for evaluation as part of the National Evaluation Plan of 2014/2015. The assessment was planned and commissioned by the Department of Planning, Monitoring and Evaluation in the Presidency within the National Evaluation System.
In terms of the National Evaluation Policy Framework (NEPF), this assessment is understood as an implementation evaluation with a design, or clarificatory, element. The evaluation was initiated in May of 2015 when Palmer Development Group (PDG) was appointed to conduct the assessment and concluded in September 2015.
